Paul is not asking for a better assignment. He asks to declare the mystery of Christ clearly, which is the same work he would be doing outside the cell, in a place that makes it far harder. The request assumes something he never argues for: that his address has not disqualified him, and that the room he is in is somewhere God can still be at work. On Sunday David traced that back to its root. If God is sovereign, if He knows everything and can do anything, then a conclusion follows that is easier to say than to live with. Outsiders means the people who are not in the room on Sunday, and Paul writes it from a cell surrounded by guards and fellow prisoners. Let your speech always be gracious, seasoned with salt. Salt is a strange thing to ask of a sentence, and Paul is not asking for speech that is bland enough to offend nobody. He is asking for speech with flavour. Words that make someone want to stay in the conversation rather than end it politely and leave. David prayed something on Sunday worth borrowing whole. That we would have a tasty impact on our world, and that people would connect with the goodness of who God is rather than with the difficulties and struggles of this life.
